Got some thoughts about my intended character.
Ashrolar Ch'volneth (if he were not so proper, he'd go by "Ash") - in the four gender Andorians, he is a chan (as indicated by the "ch" in his name)
He is something of an abnormality among his species as, despite his race, he was raised principally among Vulcans thanks to his principal parent being the primary ambassador to their ancestral enemies. In his youth, he was caught up in a terrorist bombing caused by Romulan agents; his closest Vulcan 'friend' at the time was critically injured and passed on his katra to the young Andorian. This would have a profound effect on Ashrolar who would, in spite of his parent's wishes (and often, his direct, shouted demands), wholly embrace Surak's teachings. Despite the resistance he experienced from both Andorians and Vulcans, Ashrolar did not yield and even completed the kahs-wan ritual at the age of 10 to everyone's surprise. He was eventually acknowledged as having 'suitable competence' in Vulcan emotional control and logic. He contemplated seeking kolinahr but, since he possesses no natural psionic abilities, instead opted to enter Starfleet service where he rose to the rank of Commander.
Andorians find his Vulcan-like poise and stoicism to be somewhat off-putting, while Vulcans find him either insulting ("Who is this asshole, trying to be like us?") or complimentary ("Finally. An Andorian who has learned the true Way.") Humans just find him weird and aloof, pretty much like they find Vulcans.
Based on his Value ("My heart ... and katra belong to Vulcan"), it is entirely possible that he has a star-crossed romance going on with a Vulcan female, perhaps the sister (or maybe even better, the original betrothed!) to his long dead friend.
He may also have additional siblings. That's up the to the GM.
