I took a stab at her stats without really knowing what I am doing. I imagine that there will be changes, once all the details are hashed out. Stats are in the PDF attached.
Kalem Mera was born during the occupation of Bajor, her parents were part of the Bajoran resistance until their ultimate capture. Mera was bounced around by people willing to help raise her out of respect for her parents. She was considered rather bright in the fields of science and engineering. She was able to make her people's lives better by refining and adapting current technology to better suit their needs, or to have a higher output for larger groups of people. Resources were scarce but they managed to scrape by.
As Mera grew older, rumors were spreading of Bajoran comfort women were falling sick due to an unknown illness. Due to comfort women being accused of conspiring with the enemy, there was little want in finding a cure. Alarm wasn't truly raised until it started to spread throughout the populace. Understanding the risk that an uncontained virus would pose, Mera took it upon herself to try to find a cure. Working tirelessly, she managed to create biobots using nanotechnology to render the virus' vectors useless. A high risk operation was needed to deliver the cure to those who were affected. Given the lack of popularity of finding a cure in the first place, her entourage was nothing more than a few trusted associates. During the operation, the cure was delivered but Mera was captured during extraction. She was considered missing and presumed dead during the rest of the occupation. It wasn't until the Cardassian withdrawal that she was reunited with her comrades. However she didn't stay long for she was adamant that she needed to join Starfleet, much to the chagrin of her people, who expected her to stay and help with rebuilding efforts.
