Issue 1: "Taking the Initiative" - A swarm of robots has attacked Downtown Freedom city and the Freedom League is busy dealing with problems on a galactic level. Who will save the city? When all looks lost, a ragtag bunch of supers show up to help out. Though lacking in coordination they make up for it in grit and heroism. When interviewed by the media one of the group mentioned that they "just took The Initiative " and the name stuck. Also the debut of the super villain, Warlord. Issue 2: "Into the Depths" - The heroes of "The Initiative " go their separate ways. Kato finds his father and is captured. He learns that his powers may come from a strange source. Guy Leeds goes to a convention and is without his suit when things go awry. Justicar meets a new "friend" who, whether intentionally or not, frames him for theft, and Photon is nearly killed when he goes to investigate a strange call he received.
Meanwhile, Impressed with the heroes, billionaire Byron Alexander of Guardian Industries sees a golden opportunity to form a new super team. He offers to be their patron. In exchange he just asks that they do a few missions for the company from time to time. Though some of the heroes are reticent they all eventually agree. They journey deep into the earth, at Mr. Alexander's request, to investigate the problems with an Endurium mining facility and end up getting more than they bargained for. ($2.95)
Issue 3: "Day of Chaos Part 1"- A formal press conference is held, but before it's conclusion a group of unexpected guests arrive. The Factor Four apparently have a vendetta against Byron Alexander. Chaos reigns across the Freedom city as a number of Freedom League's most dangerous foes unleash their power upon the citizenry. Once again the Freedom League is nowhere to be found. ($2.95)
Issue 4: "Day of Chaos Part 2"- The race to is on. The Initiative rush to stop the Crime League's plan from coming to Fruition. Tensions rise when once again Captain Thunder takes issue with the team's methods. Also, the surprise return of a legend. ($2.95)

Centurion has returned and crime has dropped across the city. Several months have passed and it has been quiet, though for some there is an uneasy feeling in the air. The Initiative regroups and reorganizes. Some new faces join the ranks while others, notably Omega Psi, have left. ($4.95)
