Ultimate Rulership has a nice bit about "Manpower" that states the following:
The reference to Elites requires Kingdom size of 11+ and specific buildings to be constructed, in addition to Barracks, Castle, or Garrison so, for this, I'm ignoring that at the moment.
Now if I look at the Kingdom Spreadsheet (linked at top) and navigate to the Recruitment tab, we've got a manpower attribute of 95 (at the moment, I expect this will increase when the new "population center" that we sort of funded comes online).
Looking at Mass Combat rules, 95 is just shy of the 100 for a Medium-sized army, and since we're expecting to have more with the new population center, I'm going to use Medium army as a basis.
Plugging this info in, I come up with this:
Consumption is 1 ... a week, so that means maintaining this army costs 4 BP every month. Interesting, it costs the same to have a Large army ... I just don't think we have the actual manpower for that. If we plug in Ihvon as the Commander (presuming he is at least 7th level and has Leadership, which I think the GM said he did), none of the attributes change. Ditto for Andrei.
Strangely, on the mass combat, I see the following for a Medium human army and I haven't been able (yet) to figure out the HP, DV, and OM difference.
All armies begin with the following tactics: Standard and Withdraw. When Ihvon is leading (since he is the general), the army gains a bonus Tactic - I lean toward Dirty Fighters since Ihvon has clearly shown a preference for deception.

Hence, in Any armies you recruit over this limit (except for Elites, as described below) are treated as emergency conscripts (1st-level commoners that automatically gain the shaken condition in combat).
