To be fair, the only times we see someone doubling up as XO/Something Else is in ENT and TOS where the Vulcans (T'Pol and Spock) do double duty. Every other time, the XO is just doing his or her job and that's it. So I really shouldn't be pulling double duty.
Although to be honest, Trek has never gotten the XO right. He's supposed to basically handle personnel issues while being trained by the CO to be a captain himself...

So, since apparently helmsman and weapons officer is not a legal position - what are my actual options so I'm not just sitting behind the wheel of the ship doing nothing as the only non senior officer I've been considering this and had a thought: since the Kirk is a warship at heart, you could keep your existing character with the sort of background that he came up the ranks as Security/Tactical, but recently transferred over to Helm for ... reasons. And if he's served with either the CO or XO in the past, they may just rely on him a lot more than would be normal? So, FREX, if he's served under my PC, I may end up tapping him for security stuff that would normally be expected for someone manning the helm.

Well, would you like XO/helm? Is that a viable position?
I could do Security/Helm or Security/Weapons and you take the other?
I'm just trying to get it so everyone has things to do...

We don't actually need a PC at the helm, if it comes down to one or the other

Well, would you like XO/helm? Is that a viable position? Hmm. I'd have to rejigger my character - he's not especially great with Conn (only level 2). My guy is more likely to do the WEPS thing than helm based off his skillset. But Giger is right: we don't necessarily have to actually have a dedicated helmsman. In fact, in TNG, I don't think they did have one, just a series of rotating unnamed characters to handle the job ... so you could take the weapons officer position if you so desire. I think in space combats, the captain and the xo don't actually roll against stations like helm or weps or sci, but rather assist everyone else (which sort of makes sense.)

OK... What stats do I need to focus on for Weps/Security?

Control for shooting guns (think fine motor skills). Then Daring is your unarmed fighting. Fitness is well, endurance etc...
CON is systems (ship weapons, flight etc). Ref: 'Conn is used to refer to the control of the ship as well as the navigation and/or helm station located on the bridge.' Including ship board weapons, shields, etc... Or flying a shuttle craft.
Maybe this helps?

For example, for Ra to perform surgery, it is his Control + Medical for his DC. Shooting a phaser Control + Security.
