Just occurred to me, and I'm making a ruling:
Anyone with Social Stigma (Criminal Record) should treat Weapons-related CR (Control Rating) as 2 levels higher (meaning that non-lethal weapon carry requires a permit, and lethal weapons are entirely prohibited)

....okay, now you are just picking on me It's funny…when this campaign was starting, half the group had a criminal record, and as the characters started to settle in, we're pretty much down to just Calista. The person who loves shooting guns the most is the one the law doesn't want carrying them.

Random Thought: I wonder if there should be an Urban Survival skill for space stations/colonies? Or would that be subsumed into "Urban?"—normal cities and stations would be radically different, IMO

Well, I'm of two minds... I agree that it seems the urban conditions would be vastly different for a city than a space station... but also consider how different cities are across the world. Me knowing OKC wouldn't do me much good in Beijing or Beirut or Shanghai, would it?
