Regarding Robert, we need to review him as a character in order to make him a bit more proactive. I keep running into issues incorporating him and want to work with you (and other PCs) to ensure that you don't just sit there with nothing to do.
Currently, I figured that the thing really driving him is Obsession (Find a way to become normal again) (9 or less) ... so we need to figure out what he's doing to accomplish this task.
Thoughts? (Anyone can chime in here, I think.)

It would be believable that he might be pining for "combat," having been thrust back into the civilian world for however long. Needing to feel "useful." This could result in him actively wanting to tag along whenever something's going on; could end up leading to vigilantism, or even an attempt to join the Force/Agency (even if it isn't strictly "possible" given his record).

I suspect the vigilantism thing would more likely, but those are definitely some really good points.
What about the obsession? Any thoughts there?

I could see him seeking out magic users to see if there is anything they might be able to do to sever the attachment that Saba has to him

Obsession to be normal... - researching any reports of similar situations
- checking with magic users if there is any way to break the curse/attachment
- (if knows about the owner of Neutral Grounds "identity") would try to engage in conversation to see if they know anything about this type of thing
- reach out to elder tribal leaders to see if any history of this
- if have access to any of fathers old things, would look for clues to how he "inherited" the curse in the first place
- research ways to break curses
- end result is breaking the curse and becoming normal...worst case scenario, learning to live with the curse and cope with it

Researching how? Is this going to be reading or social interactions. That sort of thing? So he just got firsthand knowledge that Sofia (and Solomon) are wizardly types, so they (or at least she) would be a logical first step there. If that's the plan, then it will likely transpire during the game since that sounds like it could be fun. Define "knows about" Lei's 'identity.' Even Solomon doesn't know exactly who (or what) she is. Player Agency: Define those tribal leaders. (Some real life research might be in order.) How does he accomplish this? Player Agency: Describe his dad. Would the old man actually have kept a journal or something like that? For example, if I was to reference my dad, there is less than a zero chance that I find a journal or diary written by him because he did not do anything like that. Related: what kind of 'old things' are you thinking dear old dad possessed? Again, researching how? I don't know if Robert has any actual magical knowledge skills (I could look, but I'm feeling lazy this morning), so once he enlists Sofia, I expect he's going to start relying on her for that sort of thing. Good starting points! Well done.

- the researching will consist of looking online, checking with Sophia (now that her true "nature" has been revealed), as well as checking with tribal leaders (will be doing research to get names and such to use as contacts/npcs)
- Will definitely be picking Sophia's brain on what she knows about removing curses and such
- as far as Lei's "identity" does he know she's not a normal human and would she be a good resource for information
- I'll be doing some research to find out where the tribal leaders would be and what would need to be done to gain an audience with them
- would be checking with Nana to see if she has any records/journals and also anyone my dad would have been close with who he might have confided in
- he doesn't have the magical knowledge that would be required to do proper research, and therefore would be reaching out to Sophia often

So, looks like most of this will be happening 'in-game' as he interacts/contacts Sofia.
As to Lei, the best he knows is that she's at least capable of some sort of spellcasting since he observed her neutralize the Warden's 'congealed air' spell during the last session. Beyond that, he knows nothing really about her.

that is a very good question..will have to think about that, considering his past it will limit his available options...unless there is some kind of inheritance that he's living off of since his release/legal troubles

Unlikely. He doesn't have "independent income" or "wealth" or anything like that. Most likely answer is construction, though we'll need to look at obtaining some appropriate skills...

was thinking like manual/day labor type jobs, something he can pick up when he needs to...
as far as when he's in okc...probably with friends/family just while he's in town

Quick Note: Since he picked up Weapon Master, that means he can make Rapid Strikes at a reduced cost. Normally, a rapid strike (two attacks in same round) suffers a -6 penalty on both rolls. With WpnMster, he only suffers a -3. Might want to keep that in mind.
